Find out if it does have to run as root. It is a Bad Thing(TM) generally to have things run as root. Many programs, Mac or Windows, will ignore the system set proxy setting. They often have to have a proxy set for them. For example, Firefox only recently gained the ability to use the system's proxy setting in Windows (Added in Firefox 3.6, or something not all that too long ago).
