I'm using a site-to-site VPN with a pair of IPCop [ http://ipcop.org/ ] boxes with absolutely no problems, but my needs are probably less than yours. You install IPCop on an old computer, so if you have two older boxes around that you can use, the only hardware cost would be two additional NICs to install in the two old computers you use.
