With respect, I'm still not clear what you're looking to backup. Is it all of the data, is it the subset of the data that's at the remote sites?
You have 3tb available in each location, is that 3tb you could backup to, or are you saying it's 3tb of potential source data in each location? Are the servers file servers, Exchange servers, SQL servers? If so, what is the data split? What do you do now for backup? Generally, I'd suggest moving to d2d2t but use source side dedupe and technologies like synthetic fulls to cut down your backup window.
