That's interesting. Is that a new GPO management tool? Trusted sites are up 
there with newcastle united fans in my list of annoyances.

My guys ran into this.  They installed the latest GPO management tool on an
XP workstation and configured it from there.  Users can now add sites and
we can push sites.  My users don't have administrative prives either.
