After much investigation, it appears that Firefox Sync, because it synchronises your browsing history and passwords, is secured by the key stored on your devices. So Mozilla can't access your data without the key, but if you lose it (by having all your Firefox devices wiped, as in this case), you're basically fscked, and all your years' worth of bookmarks are totally inaccessible.
I don't remember XMarks being like this. Maybe I would have written the key down somewhere if I'd realised this when I first started using FF Sync. What a PITA.
