We've had upper management folks that did that, particularly in the groupwise days. By policy we were supposed to keep stuff cleaned out, but being "special", he had to have a special policy created.
Then of course he moved to another facility, with a new post office, and they were all gone. My boss spent days trying to recover the damn things.
