Could be that the DC's have second NIC's and they are not statically
configured?

Ah ha. Get to share some of the knowledge I just gained from an AD
Troubleshooting class.

Check the Windows\System32\Config\Netdom.dns file to make sure the entries
there are correct.

Do this on DCA and DC1.

If the entries there are correct, delete the incorrect entries in dns, then
restart the netlogon service on each domain controller.

Also, those DCs should have static IP entries.

Ok so I open DHCP (Server 2003), Action, Manage Authorized Servers:

I get a list of my 3 DC servers ADC, DC1 and DC2, however the IP's are not
correct:

Name   IP

ADC    192.168.1.12 incorrect this is the IP for DC1
ADC    192.168.1.27  this is correct

DC1     192.168.1.4 Incorrect should be 192.168.1.12

DC2     192.168.1.38  this is correct

 

So the first entry for ADC should be removed and the IP for DC1 changed,

 

how do I do that or should I just leave it alone?
