I am unsure on why, exactly, there is a larger number of activations than what we have licensed on our VLSC site, but it was my understanding that it was set higher than what you need so you could do things like re-installs, re-imaging, etc. I have had to contact MS to have our activation number increased. They asked why, and I said "Because we re-image the labs every year, and each re-image eats up an activation." They took that answer and us me more.
