How does Block Inheritance work in GPMC ________________________________

When I took over none of the policies that I roll out to individual OU don't seem to work. What I believe is happing there are conflicts with policy which is causing this OU policy not to be enforced. Isn't there a way I can block inheritance from other policies? You may have network or configuration issues that are preventing your workstations from updating group policy at all, which the GPMC can't really help you with.
