In our environment, we do not publish the entire Citrix desktop. We use the Citrix Program Neighborhood, and only publish to the user's desktop the applications they need, based on security grouping. The only way they are getting to the underlying file system, would be through context menus being used in Open or Save dialogs.
If that is the case in your environment, I think it's a case of Crowley's Law. Perhaps disciplinary action for circumventing system controls?
