No, you are not understanding. SQL Server maintains its own internal system of logins. You need to permit users to login to SQL Server.
Load the SQL Server Management Studio if you do not know how to do this from a command line. In SQL Server Management Studio, go to Security -> Logins (IIRC) and add Network Service as a permitted user.
