I agree. However, some (most?) folks just don't have the stamina/fortitude/finances to take on a well-funded prosecutor's office with an ambitious tenant. That kind of fight can literally drain the life from you - wreck every part of your world. If the Public Defenders were given a budget anywhere near parity with prosecutors, this kind of thing would be much less common.
