install SNMP on your machines, and then you can use any number of tools:

mrtg - OSS, also runs on Windows
cacti - OSS, runs on *nix
nagios - OSS, runs on *nix
OpenNMS - OSS, runs on *nix
servers alive - commercial, but cheap
HP OpenView - commercial and expensive

that's just a few of many. mrtg and cacti aren't really much for
notification, though they can be set up to do that. The rest are all
about notification.

If you can't install the SNMP service on your PCs and servers, you'll
probably need software that requires an agent. That's going to be much
heavier than just installing SNMP.
