As far as I got in my testing MOSS fixed issues with the account setup,
which I will concede most will just say is enhanced.  Management of groups
looks to be better as is, I would hope based on comments, management of the
down level sites is suppose to be better for the non-admin types that demand
the ability to set up their own sites.  <shudder>  They also added other
features that while most will not use them I have a couple of people that
would.  I will admit the last time I looked at this was, I think, pre-SP 1
for WSS.  I spent about 3 months testing the setup and allowing some of the
end users that would admin their own areas to use it.  The plug was pulled
by upper management.   I also only had a few hours in a shared lab to look
at MOSS.  I had a devil of a time getting WSS to work with SQL 2005 and
learned a lot about setting up SQL and getting WSS up at the time but the
account creation and control as was email access for WSS a major issue.  At
the time I got it kind of working with IIS 6 using SMTP but it was only a
hacked up job.  We finally just got moved into Exchange in mid-2008 which
would make it viable now probably but I don't have the time at the moment to
put in a test set up.  I had hoped that with the release of Server 2008
Microsoft would up date WSS and make it worth looking at it again.
