  Are you using WINS?  Are all computers in the network configured to
use the same set of WINS servers?  Are all the WINS servers configured
to replicate with each other?  Have you checked the logs on the WINS
servers to make sure they're not logging replication errors?

  Try setting the NetBIOS node type to P (peer), so that NetBIOS nodes
use WINS only, never broadcast.  IIRC, the default is to first try
broadcast, then WINS, so you may end up with disagreements about who
the master browsers really are.

  You may also want to tweak the registry on most computers to prevent
them from even attempting to become a master browser.  Only allow a
few selected servers that honor.  This reduces the chances of browser
wars or namespace splits, and also reduces resources wasted on browser
elections.
