My interpretation of an "Infrastructure Engineer" would be someone who
focuses on the network infrastructure - routers and switches and what
not - while a "Systems Engineer" would focus on the server side stuff
and how they interact as a system.

Depending on the tech being implemented they can definitely overlap (I'm
thinking of NAC setups here).

In smaller shops there is no difference between the two and one person -
or one team of people - wear both hats.

Monetary differences... no clue there. One is most certainly *not* a
higher level position than the other - they depend on each other for
their existence.
