Try the copy with ROBOCOPY to see if the problem is just with
Explorer.

Make sure you've checked the Ethernet parameters at all points (all
switch ports, and each end point). Be aware that if one end is set to
"auto" and the other end is set to a fixed value, bad things will
happen. Make sure you're checking speed, duplex, *and* flow control.
Check TCP window scaling on each end point.
Are both end points plugged into the same switch? If not, can you
temporarily move them to the same switch? It could be a switch
running out of buffers, or something else like that.
If all else fails, use a packet sniffer.
