$15k sounds high, but depending on the exact location I can see it.

When we moved into our current location back in 2003 our business park
didn't have much in terms of infrastructure with the local cable
company. Cox Cable wanted $5k to put in the stuff needed to make their
service work.

Paying $700+/mo for a T1 was cheaper.
