Fair chance you have inconsistent permissions on your sysvol or worse. That error will show up if the computer accounts don't have proper permissions.
Run GPOtool to check the GPOs in that domain, it will identify a lot of problems right there without a lot of manual checking. There are a lot of other things to check but start there.
