  The service is running, it's just not doing anything.

  If you have both a "domain" and a... um... not-domain[1] profile
configured for the firewall, the service will switch between the two
as you connect/disconnect from the domain.  (Or, more precisely, as
network connections with a DNS suffix matching the domain are
configured/deconfigured.)  So the service watches, ready to kick in if
needed.

[1] I forget what this is called.  :)

  If you're never going to use the Win Firewall, you can disable the
services (ALG and SharedAccess).
