Have a look at uniFLOW Output Manager from NTware. If you mainly use HP or Canon printers, it may be a good solution for you. Printers from other vendors are supported for accounting, if they use a standardised PDL.

It is preferable to be able to set cost per print based on size or specific printer. Reporting based on user code is a must
