+1 VC client will get you into a single host.Virtual Center (the paid for mgmt 
app) gives you multiple host mgmt, High Availability, and depending on which 
version DRS, Fault Tolerance and many more options. Of course it's dependent on 
your infrastructure and Hardware (Gb network is required for some of these) but 
in the long run it's a pretty good deal for what you get. Anyone is welcome to

You can always use the VC client downloaded directly from any ESX host
to manage that host directly at Zero cost, it's always been like that.

You do need to register ESXi to continue using it. The part that costs
is managing more than one server together which then turns into Vcenter,
but you could have 10 ESXi servers and manage each one of them
individually all for free.

Sounds like the OP is saying there is no 4.0 equiv. to a standalone VI

ESXi may be freeware but you still need license codes from VMware to use
it past 60 days.
