We have found that a reset of IE from the menu and then reset of the winsock 
and IP stacks usually sorts this.

Netsh winsock reset
Netsh int ip reset log.txt

I do have an HTA application that does this, but you need a registry change to 
let it run as elevated under Vista, so a cmd script is easier.
