In the RC, I got the sidebar to run each time by adding the registry key:

HKEY_CURRENT_USER\software\Microsoft\Windows\CurrentVersion\Run
Sidebar : REG_SZ : "C:\Program Files\Windows Sidebar\sidebar.exe /autoRun"
