APC & IBM (from what I've experienced) typically ship with M6 screws with cage nuts by default. I've seen 10-32 and 12-24, but you're correct - most of the rack manufactuers like Chatsworth seem to send 12-24 hardware with their racks. I've tried to standardize on 12-24 for my closets and M6 for my data center, myself.
