GFI FaxMaker does this, but not sure that it fits the inexpensive bit.

Hi Folks:
 
I'm looking for a system that can receive faxes, convert them to PDF
format, and forward them to an end user (I'd somehow tie a direct number
to the e-mail address).  I currently do this with our Toshiba voice mail
system, but the load is getting too heavy and I'm looking for
alternatives.
 
Only about 10 users, so nothing fancy or expensive needed (hopefully).
 
Suggestions?
