I don't believe so, I have another custom ADM with ACTIONLISTON and no 
ACTIONLISTOFF and that one works fine.

Just a guess here, but don't you need an ACTIONLISTOFF and END ACTIONLISTOFF 
section as well?  Otherwise it won't know what to do when the policy is 
cleared?  See the last example here: 
http://technet.microsoft.com/en-us/library/cc738443(WS.10).aspx.

I get an error 55 on the custom ADM below. I'm not exactly an expert on custom 
ADMs but it isn't the first I write and it's pretty straightforward, so I don't
