What do you mean by "promoting the server"? (dcpromo? Or some other kind of promotion?) What do you mean by "cannot access the database"? What do you mean by "cannot start it"? What do you mean by "cannot uninstall SQL"?
What have you tried? What errors are you getting? Etc.
