What kind of water? Permanent or short term? 

 

For something that shallow, and with a land based webcam, you can use an
aquarium pushed into the water and shoot through the wall. Often used to
allow silt to settle for taking forensic shots. Other things to try, as
you say, a lexan box, but best thing to use is a case built for the
webcam. Look at Ikelite.  You can also look at the feed from a camera
used by the roto-rooter firm to video sewer lines, or rent a special cam
from your local dive shop.  If you were local, you could use mine.

I have some applications where we would like to put an web cam under
water not very deep 30cm.

I can put it into a plastic box and silicon the wire but it's pretty
bulky, anyone have any suggestions?
