Sounds like you have some kind of proxy running on the box. Time to flatten 
methinks.

No, this is a domestic PC without any personal websites hosted on it in IIS, or 
other machines on the home neywork.  Telnet on port 80 fails with an error 
"could not open connection on port 23"!!!
