I know that when you start to use the Barracuda RBL you have to register the IPs from which you'll be hitting the service. (http://www.barracudacentral.org/account/register) Maybe that's the issue you're seeing. I use OpenDNS and they've apparently already done the work with Barracuda since I never had any issues.
