I believe that is true.  Had to do with the arms used on original
typewriters.  Hit opposing keys to fast and the arms would collide and
jam.

And weren't QWERTY keyboards originally designed to slow typists down a
bit?  IIRC, fast typists could easily enough memorize the key layout and
then proceed to type so fast that the keys would jam...
 
Sometimes inefficiency is a good thing.
