It's been a while since I messed with my UBCD4Win build... Can you find that file in windows? I have it in a couple of locations, BartPE\PROGRAMS and oem1 within the UBCD4Win folder structure.
Also, I think this may crop up if using an OEM CD XP SP2 (and SP3?) from Dell.
