I use Clipomatic, freeware from mlin.net.  It goes on any system where I work 
more than infrequently.  Not sure if it works on Win7, though.

Most popular clipboard mangler for Windows on Sourceforge is Ditto.  
http://ditto-cp.sourceforge.net/ but when I looked at it a few years back it 
didn't have permanent clips, which Clipomatic did and which I use extensively.
