+1 Similar with a SmartUPS-1400 about 3 weeks ago (which had been in use). Didn't have a spare battery pack, but...
1. Normally, I'd have seen red LEDs concerning the inability of the battery to hold a charge, and 2. If it doesn't turn on at all,a nd it's not the circuit breaker as Bob Hartung indicated, then it is dead, and changing the battery likely won't do anything.
