I have seen this problem. There are several ways to resolve this, the obvious one is to upgrade to Outlook 2010. Another way is to change the security settings on the account properties to NTLM instead of negotiate. That has resolved the issue for us.

I was thinking it was a workstation update, we are on whitelisted patches so was guessing some of these people did their own office updates. I will take a look at that. I recall a similar situation with SBS2008 after an Exchange roll up. I think the same thing can happen on Exchange 2007 after Roll Up 9. IIRC, the fix is to re-apply the roll up. These are internal desktops. The clients are all different and its not system wide its just a workstation here and there.
