The problem we had was that DFS was not replicating. According to the 
consultant, they performed a full backup and then deleted all of the DFS on 
both servers. Reinstalled and reconfigured DFS from scratch. 

Don't know if that'll help, but that's what fixed DFS-R on our systems, 
including changes in the logon scripts, etc.

I had a similar problem a couple weeks ago... ended up calling in a specialist. 
He said he opened a case with Microsoft and they told him how to fix it. If 
you'd like I can ask him to send me the details on how he fixed it (since we're

Yes that is correct, the netlogon share is not available when entering net 
share.  There is no content in the \Windows\SYSVOL\domain folder.  I did 
restart netlogon and rebooted the machine after chaing the flag to 0 and back 
to 1 but that didn't work.
 
The errors in the FRS event log just says, the two dc's cannot communicate.  
The options are frs cannot resolve DNS name of DC, FRS is not running, or the 
topology has not replicated.  None of those options match my situation.  
 
The iso I used for the install was an older build version (updates ran)  from 
my other installs that did work correctly.  I'm downloading the same ISO i used 
on my other DC's to see if the issue resolves itself.

Safe to assume that there is content in 
\Windows\SYSVOL\domain\DO_NOT_REMOVE_NtFrs_PreInstall_Directory   and

You flipped SysvolReady to 0 and back to 1 per the KB and nothing happened?  
I’m surprised the article doesn’t tell you to bounce the Netlogon service or 
reboot after changing the flag, I would try that. 
 
Are there errors in system or FRS logs?
 
If bouncing things didn’t result in a Netlogon share,  I’d be thinking about 
the diminishing return of troubleshooting vs. demotion &  dcpromo

dcdiag /test:frssysvol comes back good.
dcdiag /test:frsevent comes back with the message, there are warning or error 
events withing the last 24 hours after the sysvol has been shared....
 
I'm convinced I have a FRS issue.  I tried this: 
http://support.microsoft.com/kb/947022/en-us but it didn't help.  That article 
is the exact issue I'm having with sysvol.

Stop and resolve them. Or at least determine if they are relevant. DCDIAG is 
you friend here. What it tells you determines where to go next.
 
Run dcdiag /test:frssysvol /s:servername  and  dcdiag /test:frsevent 
/s:servername

I've been running dcdiag and it does report a few errors that I can't seem to 
resolve.  I have not tried repldiag so I'll give that a shot.  This is the only 
error I get with dcdiag but still have not found the solution.
 
Starting test: NetLogons
         Unable to connect to the NETLOGON share! (\\dc1\netlogon)
         [dc1] An net use or LsaPolicy operation failed with error 67,
         The network name cannot be found..
         ......................... dc1 failed test NetLogons

  Try DCDIAG (included with Windows).

  There's also a REPLDIAG available that I haven't tried.
