The problem we had was that DFS was not replicating. According to the consultant, they performed a full backup and then deleted all of the DFS on both servers. Reinstalled and reconfigured DFS from scratch.

There is no content in the \Windows\SYSVOL\domain folder. I did restart netlogon and rebooted the machine after chaing the flag to 0 and back to 1 but that didn't work. The errors in the FRS event log just says, the two dc's cannot communicate. The options are frs cannot resolve DNS name of DC, FRS is not running, or the topology has not replicated. None of those options match my situation. The iso I used for the install was an older build version (updates ran) from my other installs that did work correctly. I'm downloading the same ISO i used on my other DC's to see if the issue resolves itself.
