Looks like you’ll want to use nuke.loadToolset().

Subject: [Nuke-python] Creating a Hotkey for ToolSets

Hey guys - I know how to use python to create hotkeys for nodes within the 
menus, but im not 100% sure how to do it for toolsets, as when i do the 
nuke.createnode command, im not sure what to type as its not technically a node.

Anyone know a workaround?
