There is Sapphire plug-in (S_FlickerRemoveColor) that could help you.

Hello!
Currently i am working on a shot where we have two actors in a medium shot and
there is a siren strobing off frame and illuminating the talents faces
intermittently. Is there anyway to remove the siren's light them without having
to color/gamma correct each section of frames they are illuminated? Is there
some sort of color/tonality stabilizer? It doesn't brighten their faces as much
as it turns them red. The only other issue is before the LUT is applied the
footage is EXTREMELY blue, and every value falls within some shade of blue.
