as of silhouette 4.3, you can export the layers from silhouette into individual nodes like you are saying.
I know you were looking for a Nuke side answer, but if you still have access to the silhouette source files, then there ya go! otherwise there's nothing that exists (that I've come across) that will do the split on the Nuke side, but it's usually easy enough to cut & paste. I know if you have billion layers it could conceivably get pretty hairy.
