The question is: has your quicktime file the 'pasp' atom but it contains wrong 
values OR your file doesn't has any aspect ratio atoms ('pasp' or 'tapt') at 
all?
There is small OSX application called Dumpster to inspect and edit quicktime 
file's structure. But Dumpster can't add or remove atoms- you can only edit 
some existing one. So if you file contains aspect ratio atoms you can simply 
edit them.
 
There is no a simple way to manipulate quicktime files via Python but.... In 
32-bit OSX Python builds there are Carbon modules which- among others- contains 
python bindings to Quicktime framework. With them you can manipulate quicktime 
files almost the same way like with sdk, but of course you need to know the 
Quicktime framework a little bit.

I seem to remember that on this list someone took care of the gamma problem in 
H264 files by using Python code to remove an atom. Maybe something similar can 
be done for pixel aspect ratio?

I have a Quicktime file that has a wrong pixel aspect ratio. I just want to set 
the PAR to something else without having to re-render the file. Any idea if 
this is possible?
