A start would probably be to key the guy on the desired BG, then add the flashlight using the screen blending mode on the composite. Then it all depends if you need to track the flash light on the candle or not.

The effects guy is in a dark room shinning the flash light. I'm not sure the best approach to merge these two shots. I hope it's better now.
