i don't think that is going to work since you're offsetting by
1/25sec and not 1/50sec and still lack temporal resolution
(interlaced PAL is 50i, ie it twice the temporal information).
i take it that you need interlaced for smoother motion?
(otherwise you can just save the 25p in a 50i codec and be done
with it).
what you can try is to use an interpolation algorithm like OFlow
(or TimeWarp in AfterEffects or retiming in Shake) to
interpolate to 50p, then strip one field alternating for each frame.
you'll have some warping artefacts but depending on the footage
that might be acceptable.

at the moment, i've got the source read, then a reformat to PAL 16:9
then a slight gaussian blur of 1.25px
then 2 fielder nodes (from nukepedia i think) set to
deinterlace, 1 to upper, other to lower.
time offset lower -1 frame
i then plus these two together.
and render out.
doe anyone know if there is a better way?
