Hi All, I've put up a partially edited version of the 1.17.0 release notes <https://github.com/numpy/numpy/pull/13869>, review would be much appreciated. The use of ` and ' can be especially tricky. Once the preparation is finished, I will make a branch and put out the first release candidate.
