OK, I have placed an Ubuntu 7.04 image with stock numpy, scipy, matplotlib, and ipython at http://mosca.caltech.edu/outgoing/Ubuntu%207.04%20for%20scientific%20computing%20in%20Python.zip
The md5sum is 4191e13abda1154c94e685ffdc0f829b. Note: I haven't tested this at all on any computer other than the one which I created the virtual appliance on.
