How about using StringIO:

 >>> a = np.array([[1,2,3],[4,5,6]])
 >>> f = StringIO()
 >>> savetxt(f, a, fmt="%i")
 >>> s = f.getvalue()
 >>> f.close()
 >>> print s
1 2 3
4 5 6
