Your test assembly will not be able to find the referenced
Attributes.dll unless you make it available to it. It should
normally be in the same directory as your test assembly.
When using an IDE like Visual Studio, referenced assemblies
are usually copied to the output directory, so that they
can be found at run time. In this case, you are deploying
the assemblies manually, so you have to make sure that
all references used can be satisfied at run time.
I suggest asking on the discussion list before filing a bug.
