Don't use a small swarm, it is only for debugging purposes. Please retry with a medium swarm. Small swarms were put into place simply to test that a swarm config was formatted properly and the swarm could start up without errors. I've been in favor of renaming "small" swarms to "debug" swarms so this confusion doesn't happen.
