Most likely this is a problem with a broken udev setup. Try if adding
user = root
to the global options in ups.conf (and restarting NUT) helps. If so,
the error is in the NUT package you installed and you'll need to file
a bugreport with whoever packaged this. This is not a NUT problem, so
we can't help you with that.
