Far cheaper than a new UPS would be a 2nd hand old small PC with ethernet;
then run NUT over ethernet to modern PC
he would still need a correct cable ( as required by APC, I forgot about their brain dead decision to use non standard wiring ), which seems to be his real problem. and cheaper and consuming much less energy than any old pc is a pci rs232 adapter
